Terms of Service

Effective Date: March 16, 2026
Welcome to Circl. These Terms of Service ("Terms") govern your use of the Circl platform, including our website, mobile application, and related services (collectively, the "Service"). By creating an account or using the Service, you agree to be bound by these Terms. If you do not agree, do not use the Service.

Circl is operated by Circl LLC ("Circl," "we," "us," or "our"). Our contact email is circl.hangouts@gmail.com.

1. Eligibility

You must be at least 21 years of age to use Circl. By creating an account, you represent and warrant that you are at least 21 years old. Circl activities may involve venues that serve alcohol, and this age requirement exists to ensure all participants can fully engage in all available activities.

You must be located in or willing to travel to Washington, DC to participate in Circl hangouts during the pilot period.

2. Your Account

You are responsible for maintaining the confidentiality of your account credentials and for all activity that occurs under your account. You agree to provide accurate, current, and complete information during registration and onboarding, and to update such information as needed.

You may not create more than one account, impersonate another person, or transfer your account to anyone else.

3. How Circl Works

Matching. Circl uses an algorithm to match users into small groups (typically 4–5 people) based on shared activity preferences, availability, and other factors. Matching is algorithmic and automated. Circl does not guarantee compatibility, chemistry, or any particular social outcome.

Activities. Circl selects the activity, venue, date, and time for each hangout. Users are notified of their match and hangout details in advance.

Private Signals. After each hangout, you may provide private feedback indicating which group members you'd be open to seeing again. This feedback is completely anonymous — no other user will ever see who you selected or did not select. Circl uses this information solely to inform future matching. Private signals are never shared, disclosed, or made visible to any user.

Continuity. Over time, Circl's algorithm uses private signals and attendance patterns to surface familiar faces in your future groups. This process is gradual, automatic, and invisible to other users.

4. User Conduct

By using Circl, you agree to:

Circl reserves the right to suspend or terminate your account for violations of these standards, at our sole discretion.

5. Assumption of Risk

You acknowledge and agree that participating in Circl hangouts involves inherent risks associated with meeting people you do not know in person.

Circl facilitates introductions and provides logistical coordination only. Circl does not:

By using the Service, you voluntarily assume all risks associated with participating in Circl hangouts, including interactions with other users and attendance at third-party venues. You agree to exercise your own judgment regarding your personal safety at all times.

6. Limitation of Liability

To the fullest extent permitted by applicable law, Circl, its officers, directors, employees, and agents shall not be liable for any indirect, incidental, special, consequential, or punitive damages, including but not limited to: personal injury, emotional distress, property damage, loss of data, or loss of profits, arising out of or in connection with your use of the Service or participation in any Circl hangout.

Circl's total aggregate liability to you for all claims arising out of or relating to the Service shall not exceed the amount you have paid to Circl in the twelve (12) months preceding the claim, or fifty dollars ($50), whichever is greater.

7. Indemnification

You agree to indemnify, defend, and hold harmless Circl and its officers, directors, employees, and agents from and against any claims, liabilities, damages, losses, and expenses (including reasonable attorneys' fees) arising out of or in any way connected with: (a) your use of the Service; (b) your participation in any hangout; (c) your interactions with other users; (d) your violation of these Terms; or (e) your violation of any applicable law or regulation.

8. Privacy

Your use of the Service is also governed by our Privacy Policy, which describes how we collect, use, and protect your personal information. By using Circl, you consent to the practices described in the Privacy Policy.

9. Third-Party Venues

Circl hangouts take place at third-party venues (bars, coffee shops, bowling alleys, museums, etc.) that are not owned, operated, or controlled by Circl. Circl is not responsible for the conditions, policies, safety, or quality of any venue. Any issues at a venue should be directed to the venue operator.

10. Modifications to the Service and Terms

Circl reserves the right to modify, suspend, or discontinue any part of the Service at any time, with or without notice. We may also update these Terms from time to time. If we make material changes, we will notify you by email or through the Service. Your continued use of the Service after such changes constitutes acceptance of the updated Terms.

11. Termination

You may stop using Circl at any time by deleting your account or contacting us at circl.hangouts@gmail.com. Circl may suspend or terminate your account at any time for any reason, including violation of these Terms, without prior notice.

Upon termination, your right to use the Service ceases immediately. Sections 5, 6, 7, and 12 survive termination.

12. Dispute Resolution

Any dispute arising out of or relating to these Terms or the Service shall first be attempted to be resolved through informal negotiation by contacting circl.hangouts@gmail.com. If the dispute cannot be resolved informally within thirty (30) days, either party may pursue resolution through binding arbitration in Washington, DC, in accordance with the rules of the American Arbitration Association.

You agree that any dispute resolution proceeding will be conducted on an individual basis and not as a class action, class arbitration, or representative action.

13. General Provisions

These Terms constitute the entire agreement between you and Circl regarding the Service. If any provision of these Terms is found to be unenforceable, the remaining provisions will remain in full force and effect. These Terms are governed by the laws of the District of Columbia, without regard to conflict of law provisions.

14. Reporting Concerns

If you experience or witness behavior that violates these Terms or makes you feel unsafe, please contact us immediately at circl.hangouts@gmail.com. Circl takes all reports seriously and will investigate promptly.

In case of an emergency or immediate safety concern, please contact local law enforcement (911) first.
